ΟΣΑ ΚΑΝΟΥΜΕ ΚΑΙ ΟΣΑ ΔΕΝ ΚΑΝΟΥΜΕ

Στην «μεταταλάτ» περίοδο κυριαρχούν δύο-τρία θέματα, κυρίως ως ανησυ-χίες και ως προσδοκία «για κάτι επώδυνο». Είναι τα δεδομένα που δημιουρ-γεί η ανάδειξη του Ντερβίς Έρογλου ως του νέου ηγέτη των Τ/Κ, είναι η προοπτική προώθησης του απευθείας εμπορίου με τα κατεχόμενα από την ΕΕ και είναι η προοπτική αλλαγής της βάσης των συνομιλιών και μάλιστα από την αρχή.
Πολλοί μιλούν για την ανάγκη μιας «νέας στρατηγικής», με «επίκεντρο τις ευρωπαϊκές δυνατότητες» και εννοούν αλλαγή στόχου. Δεν θέλουν ομοσπον-δία, θέλουν κάτι άλλο το οποίο ΔΕΝ προσδιορίζουν. Κλείνουν όμως βολικά τα μάτια σε όσα η Ευρώπη, είτε ως πολιτική είτε ως πρόσωπα πράττει στο Κυπριακό:
• Διόρισε ένα αξιωματούχο της στο τέλος της καριέρας του –το Λεοπόλ-το Μάουρερ- ως… Ως τι; Ο άνθρωπος παραμένει στο νησί και συνα-ναστρέφεται με τον Ντάουνερ αναμένοντας να αφυπηρετήσει με κα-μιά πρόσθετη προαγωγή και συνεπώς αυξημένη σύνταξη. Κατά συνέ-πεια σκυλοβαριέται επειδή επέλεξε να σιωπά. Και οι εδώ ερμηνεύουν τον διορισμό του ως δήθεν ένδειξη του ενδιαφέροντος της ΕΕ για τις εξελίξεις στο Κυπριακό.
• Οι Βρυξέλλες εμφανίζονται να ανησυχούν από την ήττα του Ταλάτ και τη νίκη του Έρογλου και στέλλουν μηνύματα για την εμμονή τους στη διαδικασία που τρέχει, αλλά την ίδια στιγμή επιβραβεύουν τον Έρογλου με πρόσθετα (στα 250 εκ.) 25 εκατομμύρια Ευρώ.
• Λειτουργεί στα κατεχόμενα γραφείο ολόκληρο για την διάθεση δήθεν των 250 εκ ευρώ, αλλά ουσιαστικά εμφανίζεται ως η «αντιπροσωπεία» της ΕΕ στα κατεχόμενα, υπό την καθοδήγηση του Βρετανού Άντριου Ράσπας ο οποίος κυριολεκτικά οργιάζει σε βάρος των συμφερόντων της Κύπρου, χωρίς να τον ενοχλεί κανένας. Ας ζητήσει κάποιος μια κατάσταση των συμβολαίων που δόθηκαν σε τουρκικές και Τ/Κ εται-ρείες από τα 250 εκ και ας μελετήσει ποιοι τα πήραν και γιατί και τό-τε θα αντιληφθεί την κοροϊδία και το δούλεμα που αναπτύσσεται.
• Ποιος άραγε αναλαμβάνει πρωτοβουλίες στις Βρυξέλλες για την προώθηση του απευθείας εμπορίου με τα κατεχόμενα; Ενώ εμείς, η ΚΥΠΡΟΣ, ήταν παρούσα –με συγκεκριμένο εκπρόσωπο της Επιτρό-που από την Κύπρο- στην απόφαση για την προώθηση του απευθείας εμπορίου ΧΩΡΙΣ να ενημερώσει κανένα.
Σε ότι αφορά τη βάση των συνομιλιών, ήδη από δύο μηνών τώρα ξένοι δι-πλωμάτες στη Λευκωσία κυκλοφορούσαν την «ιδέα» ότι ο καλύτερος τρόπος να απομονωθεί ο «κακός Έρογλου» είναι η «διεύρυνση των συνομιλιών». Θέ-ση που υποστηρίζει και ο αυστραλός Αλεξάντερ Ντάουνερ.
Το παρασκήνιο σε διπλωματικούς διαδρόμους θα το μάθαιναν οι του ΥΠΕΞ αν ανταποκρίνονταν που και που στις συνάξεις ξένων διπλωματών όπου συ-ζητούνται όλα αυτά και όπου καλούνται αλλά δεν πατούν το πόδι τους.
Η ιστορία, έλεγε ο Αντρέας Χριστοφίδης συχνά, θα μας κρίνει για όσα μπο-ρούσαμε να πράξουμε και δεν το πράξαμε και όχι για όσα ΔΕΝ μπορούσα-με να κάνουμε και φυσικά ΔΕΝ κάναμε.

ΑΠΑΝΤΗΣΗ ΣΤΑ ΣΧΟΛΙΑ

Διάβασα πολύ προσεκτικά όλα τα σχόλια για τα οποία και σας ευχαριστώ. Για μένα τα σχόλια αυτά αποδεικνύουν, κόντρα στην προπαγάνδα που θέλουν τους Κυπρίους να «έχουν κουραστεί με το Κυπριακό», ότι συνειδητοποιούν ότι το Κυπριακό αφορά το μέλλον των παιδιών μας. Και λογικό είναι να ανησυχούν και να αγωνιούν.
Σχολιάζοντας τη νίκη Έρογλου ένας πολύ γνωστός Τούρκος δημοσιογράφος που έλεγε την περασμένη Δευτέρα το εξής: «Κώστα, έχουμε πια ένα κοινό εχθρό και ένα απρόσμενο κοινό φίλο» . Και βεβαίως ο εχθρός ήταν ο Έρογλου, ο κοινός εχθρός όμως: Ο ’Ερτογαν, ήταν η απάντηση. Και έχει τελικά δίκαιο. Ο Έρτογαν παίζει για πολύ μεγαλύτερα πράγματα από το Κυπριακό και τις αντιλήψεις των T/K εθνικιστών για το Κυπριακό. Το Κυπριακό είναι ένα χαρτί για τον Έρτογαν το οποίο θέλει να παίξει στα μέτωπα που έχει ανοικτά. Και τα μέτωπα αυτά δεν αφορούν το Κυπριακό, αλλά τις ευρωπαϊκές φιλοδοξίες της Τουρκίας και ότι αυτό συνεπάγεται.
Ο Έρτογαν προτιμούσε τον Ταλάτ, αλλά δεν τον χαλά ο Έρογλου. Ξέρει ότι το χαρτί του Κυπριακού θέλει να το παίξει έως τη στιγμή της ένταξης της χώρας του στην ΕΕ. Και εκεί θέλει να οδηγήσει τα πράγματα, ενώ την ίδια στιγμή δίνει τις μάχες του στο εσωτερικό. Αυτό που θα τον βόλευε σε αυτή τη φάση είναι ένα πακέτο για να εξαργυρώσει αυτά που δεν μπορεί να αποφύγει να πράξει, όπως είναι το άνοιγμα των λιμανιών. Είναι προφανές ότι θέλει να το ανταλλάξει με απευθείας εμπόριο, το οποίο μπορεί να πάρει με αντάλλαγμα το Βαρώσι, το οποίο θα δώσει με αντάλλαγμα….
Οι ξένοι αξιοποιούν την εκλογή Έρογλου προωθώντας πολυμερή, ως δήθεν μέσον απομόνωσης του, πράγμα που βολεύει την Άγκυρα για να προωθήσει λύση πακέτο. Ο Έρογλου είναι το φόβητρο. Και αυτό, αγαπητοί μου, είναι το Τουρκικό σχέδιο Β. Μην εκπλαγείτε να δούμε αναγνώριση της Κυπριακής Δημοκρατίας αλλά μόνο ως επικράτεια στις ελεύθερες περιοχές και προώθηση αναγνώρισης παράλληλα της λεγόμενης ΤΔΒΚ.
Τα δύσκολα τώρα αρχίζουν. Και αυτός είναι ο λόγος για τον οποίο πρέπει να ενδιαφερόμαστε για το τι γίνεται στα κατεχόμενα εφόσον αυτό επηρεάζει το μέλλον όλων μας.

Η ΜΕΤΑΤΑΛΑΤ ΕΠΟΧΗ

Οι διαδικασίες ανάδειξης νέου ηγέτη της Τ/Κ κοινότητας και άλλες ασχολίες μας κράτησαν μακριά από την επαφή μας. «ομαλοποίηση» της καθημερινότητας μας επαναφέρει στο πεδίο. Και μάλιστα πλουσιότερους σε πληροφορίες και κρίσεις. ‘Όπως για παράδειγμα, σε τι συνίσταται το σκηνικό μετά τον Ταλάτ στα κατεχόμενα και στο Κυπριακό; Αυτό είναι και το θέμα μας σήμερα.
Ορισμένα συμπεράσματα από τη διαδικασία της ανάδειξης νέου Τ/Κ ηγέτη είναι εξόφθαλμα:
• Η εποχή που η Άγκυρα πατούσε απλώς το κουμπί και ενεργούσαν στα κατεχόμενα, φαίνεται να πέρασε. Γεγονός που σημαίνει ότι τα πράγματα γίνονται ακόμα πιο περίπλοκα, καθώς οι έποικοι δεν συμπεριφέρονται πια, ή τουλάχιστον η πλειοψηφίας τους δεν φαίνεται να ενεργεί ως ξένο στοιχείο. Και αυτό είναι το επικίνδυνο. Αγνόησαν τις υποδείξεις του Έρτογαν και ψήφισαν Έρογλου με ότι αυτό εξυπακούει.
• Οι Τ/Κ προτίμησαν ντον Ταλάτ ως πράξη αντίστασης κατά των εποίκων. Στο τέλος όμως η βούληση τους και πάλι νοθεύτηκε μπροστά στην αριθμητική υπεροχή των εποίκων.
Δημιουργούνται λοιπόν νέα δεδομένα με τον Έρογλου και ποια είναι αυτά;
Θα πρέπει από την αρχή να σημειωθεί ότι ανεξάρτητα από τις πιο πάνω παρατηρήσεις η Άγκυρα ουδόλως έχασε τον έλεγχο των μοχλών που κινούν τα νήματα στα κατεχόμενα. Γιατί η επιρροή της πλέον ασκείται στους «θεσμούς» του ψευδοκράτους απευθείας, ανεξάρτητα από την βούληση των Τ/Κ και των εποίκων. Έτσι, αν ο Έρογλου θα επιβιώσει πολιτικά, θα επιβιώσει μόνο στο βαθμό που τον ανέχεται η Άγκυρα και τον στηρίζει οικονομικά, πολιτικά, διοικητικά και στρατιωτικά.
Η Άγκυρα ήθελε τον Ταλάτ για καθαρά επικοινωνιακούς λόγους –και αυτός φάνηκε περισσότερο από πρόθυμος να παίξει αυτό το παιγνίδι. Η τακτική της Άγκυρας παραμένει η ίδια: ροκάνισμα του χρόνου αξιοποιώντας τις «καλές εντυπώσεις» που κέρδισε με τη στάση της στο σχέδιο Ανάν έως τη στιγμή που θα εξαργυρώσει οποιαδήποτε συμβολή της στη λύση με την ικανοποίηση των ευρωπαϊκών φιλοδοξιών της. Και η εκλογή Έρογλου, με δεδομένο ότι και αυτός θα ευθυγραμμιστεί στις υποδείξεις της, την βολεύει στο παιγνίδι αυτό. Οι συνομιλίες με τον Έρογλου θα φυτοζωούν και η διεθνής κοινότητα ως παράγοντας των προσπαθειών προώθησης λύσης θα εξασθενίσει. Και θα είναι έτοιμος να αποδεχτεί οτιδήποτε φτάνει να «κλείσει» η πληγή. Ήδη, στους διπλωματικούς κύκλους κυκλοφορούν «εκτιμήσεις» ότι ο «μόνος τρόπος» για να εξουδετερωθεί ο ακραίος Έρογλου είναι η διεύρυνση της διαδικασίας με τη συμμετοχή άλλων παραγόντων ώστε να απομονωθεί. Και αυτό συντρέχει με την πολιτική της Τουρκίας πολυμερή διάσκεψη. Σε μια τέτοια διάσκεψη και στο πνεύμα των «διαδικασιών των Βρυξελών» μπορεί να προωθηθεί η συνταγή του πακέτου: αναγνώριση της Κυπριακής Δημοκρατίας και άνοιγμα λιμανιών, έναντι απευθείας εμπορίου και ίσως και επιστροφή της Αμμοχώστου. Αλλά αναγνώριση της Κυπριακής Δημοκρατίας στην έκταση των ελευθέρων περιοχών μόνο και ίσως παράλληλη αναγνώριση της «ΤΔΒΚ».
Η πολεμική κατά της πολιτικής Χριστόφια από εταίρους και μη δημιούργησε ένα κλίμα που δεν ευνοεί πλέον την πολιτική του και μοιραία θα επιχειρηθεί να συρθεί σε τέτοιες ατραπούς, αφού πολιτικά θα έχει εξουδετερωθεί σε ένα βαθμό. Και ακόμα οι του σωστού περιεχομένου επιμένουν, χωρίς ενδεχομένως να αντιλαμβάνονται που οδηγείται ο τόπος.
Η κατάσταση δύσκολα αντιμετωπίζεται. Αλλά αντιμετωπίζεται. Με όπλο κυρίως τη φαντασία και τις έξυπνες κινήσεις με ουσιαστικό περιεχόμενο. Πρέπει να ξανανοίξει το κεφάλαιο αποτελεσματικής επικοινωνίας με τους Τ/Κ, οι οποίοι τώρα ανακαλύπτουν και πάλι την παγίδα στην οποία βρέθηκαν με τους έποικους ανάμεσά τους. Πρέπει να καλλιεργηθεί ένα κοινό όραμα μιας αμοιβαία αποδεκτής λύσης, όχι σαν σύνθημα, αλλά σαν συνταγή με συγκεκριμένο περιεχόμενο. Πρέπει να ανοικοδομηθούν σχέσεις και πολιτικές με θάρρος και με τόλμη. Και αυτό για να μην πέσουμε στη δίνη της άλλης συνταγής, εκείνης της Αλεξανδρέττας.

ΕΚΛΟΓΕΣ Ή "ΕΚΛΟΓΕΣ" ΣΤΑ ΚΑΤΕΧΟΜΕΝΑ

Η Άγκυρα ολοκλήρωσε τις κινήσεις της για τις εκλογές στα κατεχόμενα. (Σημείωση: Δεν αντιλαμβάνομαι το νόημα της αναφοράς στις εκλογές στα κατεχόμενα είτε εντός εισαγωγικών είτε με το πρόθεμα ψευδο. Ορισμένοι έχουν την εντύπωση ότι με αυτό τον τρόπο υπογραμμίζουν το παράνομο των εκλογών αυτών. Ωστόσο, ο όρος εκλογές αποτελεί απλώς μια αναφορά στη διαδικασία –άνθρωποι προσέρχονται στην κάλπη και προβαίνουν σε μια επιλογή. Δεν υπάρχει τίποτα το ψευδο στη διαδικασία αυτή. Και το αποτέλεσμα δεν προσδιορίζει απαραίτητα τη νομιμότητα της διαδικασίας ή του αποτελέσματος. Από την άλλη, η απόφαση του Ευρωπαϊκού Δικαστηρίου ήταν ξεκάθαρη: ακόμα και σε υπό κατοχή περιοχές, κάποια αρχή πρέπει να φροντίζει για την ασφάλεια, για την αστυνόμευση, για τα δικαστήρια μεταξύ ανθρώπων και τη διοίκηση. Όλα αυτά επιτελούνται, χωρίς να αφαιρούν ούτε το ελάχιστο από την παρανομία τους, από μια διοίκηση υποτελή στην κατο-χική δύναμη. Και αυτό είναι που εκθέτει την παρανομία και μάλιστα εκεί που ανήκει, στην Τουρκία. Όλα τα άλλα είναι απλά φληναφήματα.) Και η λεγόμενη διεθνής κοινότητα προσποιείται ότι δεν βλέπει και δεν ακούει. Πρώτα «έπαιξε» με τον Ταλάτ. Τον «έδεσε» στο άρμα της πολιτικής της και τον «αμόλησε» κυριολεκτικά στον κόσμο και στους Τ/Κ. Στη συνέχεια χάιδεψε τον Έρογλου μέχρι που «ο γιατρός» έβαλε δήθεν νερό στο κρασί του και δήλωσε ότι θα συνεχίσει αν εκλεγεί τις συνομιλίες, διατηρώντας έτσι αλώβητη την διεθνή εικόνα της Τουρκίας για τις δήθεν πιέσεις που δήθεν ασκεί στους Τ/Κ για να προωθούν τη λύση. Ωστόσο, ο Έρογλου, όσο και να θέλει να κρύψει τη στοχευμένη κατάληξη που προετοιμάζει (δύο κράτη) δεν κατορθώνει να πείσει για την εξ Άγκυρας μετάλλαξη του. Για αυτό και η Άγκυρα, για να δώσει επιλογές στους «ερογλικούς» τους έριξε στα πόδια τον Ταχσίν Ερτογρούλογλου για τους αποσπάσει ψήφους, να οδηγήσει την αναμέτρηση σε δεύτερο γύρο, όπου και πάλι μπορεί να παίξει το παιγνίδι της με νέα παιγνίδια. Ο Ερτογρούλογου βεβαίως, είναι γνωστό, είναι πολύ πιο ακραίος από το Ντερβίς. Και συνεπώς στα παιγνίδια του δεύτερου γύρου θα μπορεί έτσι να καθορίσει τα όρια τους στο Κυπριακό.
Σε όλο αυτό το παιγνίδι οι Τ/Κ είναι απλοί θεατές. Αλλά παράλληλα σαν θεατές σε ένα έργο που έχουν ξαναβιώσει, βλέπουν και τις τελευταίες προσ-δοκίες τους να εξανεμίζονται ακόμα και από αυτόν στον οποίο είχαν επεν-δύσει τις ελπίδες τους, τον Ταλάτ. Η επομένη των εκλογών προδιαγράφεται δύσκολη και για τους Τ/Κ και για τους Ε/Κ. Το ερώτημα είναι: έχουν λόγο οι Ε/Κ να θέλουν ή να μην θέλουν ένα συγκεκριμένο αποτέλεσμα στις ε-κλογές των Τ/Κ; Και βεβαίως έχουν. Όχι ένα, αλλά πολλούς λόγους. Και συνεπώς προκύπτει το επόμενο ερώτημα: Τι κάνουν λοιπόν για να βοηθή-σουν; Θα μπορούσαν να γνωρίζουν περισσότερα για όσα συμβαίνουν στα κατεχόμενα, παρά να κρύβονται πίσω από υποκριτικές τοποθετήσεις. Θα μπορούσαν να γνωρίζουν τις διαφορές μεταξύ των υποψηφίων. Θα μπορού-σαν να γνωρίζουν συγκεκριμένα και όχι γενικά και αφοριστικά, το ρόλο της κατοχικής δύναμης στις εκλογές αυτές. Θα μπορούσαν ακόμα να βοηθή-σουν τους Τ/Κ να διατηρήσουν τις ελπίδες τους και να διαφυλάξουν τις προσδοκίες τους, αλλά και να προστατεύσουν το δικαίωμα τους να απαιτούν η βούληση τους να γίνεται σεβαστή και να μη νοθεύεται. Αυτό, σε τελευταία ανάλυση είναι η «σταθμισμένη ψήφος» που ο Αρχιεπίσκοπος αφόρισε.

ΕΝΔΙΑΦΕΡΟΝ ΑΡΘΡΟ ΣΤΗΝ GUARDIAN

Last week at a House of Commons event on Cyprus, Europe minister Chris Bryant called the fact that within the EU we have a divided capital and a divided island "a scandal and a tragedy". It is difficult to disagree.

But as Greek Cypriot leader Demetris Christofias has pointed out, Britain bears much of the blame. When Britain refused to grant self-determination to Cyprus in the 1950s, the Greek Cypriot demand for enosis (union with Greece) led to the campaign and threatened British control of this strategically important island.

The British countermove was to invite both Greece and Turkey to a conference in London in 1955, ostensibly to discuss political and defence matters affecting the eastern Mediterranean. However, as defence minister Selwyn Lloyd explained to the cabinet before the conference: "Throughout the negotiations our aim would be to bring the Greeks up against the Turkish refusal to accept enosis and so condition them to accept a solution which would leave sovereignty in our hands."

According to the 1923 treaty of Lausanne Turkey had renounced all claim to Cyprus, so it had to manufacture a series of arguments – historical, geographical and above all strategic – to justify its interest in the island. In 1956 Nihat Erim submitted a report to prime minister Adnan Menderes, which can be considered the blueprint for Turkey's strategy over the last 50 years. The Erim report clearly states that the only solution for Cyprus consists of partition under Turkish control and mentions population exchange and settlement by mainland Turks as means to this end. The following year the Turkish Cypriot leader, Dr Fazil Küçük, proposed a division of the island that corresponds to the final line of the Turkish advance, the Atilla Line, in 1974.

The 1960 constitution, underpinned by a treaty of guarantee between Cyprus, Greece, Turkey and the UK, was regarded as provisional by both the Greek and Turkish Cypriots. According to the secret Akritas plan, which was first revealed in 1966, the Greek Cypriots under archbishop Makarios intended to amend the constitution in their favour, suppress Turkish Cypriot resistance "immediately and forcefully" and finally declare enosis.

When the first stage of the plan was put into operation at the end of 1963, fighting broke out, but the Turkish Cypriots had prepared for this. Already in 1955, Turkish Cypriots were ordered by their leaders to cut social and financial ties with their Greek Cypriot neighbours. Nine years later they were forced into enclaves all over the island – all with the aim to demonstrate that peaceful coexistence was impossible and that partition was the only solution.

The tragedy consists not only of the thousands of lives that have been lost because of intercommunal strife and Turkey's invasion but also, among others, the lawyers, journalists and trade unionists who have been murdered because of their opposition to enosis and partition. The consequences can also be seen at a laboratory established by the CMP (Committee on Missing Persons) in the buffer zone, where a dedicated team of Greek and Turkish Cypriots work to establish the identity of victims of the conflict.

The US ranks high among the villains. After fighting broke out in 1964 the Acheson plan proposed partition as a solution, but this was not achieved until the Greek junta's coup against Makarios and Turkey's intervention in 1974 – both with the covert support of Henry Kissinger.

The Annan plan of 2004 was, in fact, a British and American plan to secure the reunification of Cyprus and the strategic goal of Turkey's membership of the EU, but the final version was rejected by the Greek Cypriots because it was heavily weighted in Turkey's favour.

Three weeks ago the European parliament passed a resolution on Turkey, calling on Turkey to immediately start withdrawing its troops from Cyprus, address the issue of Turkish settlers on the island and enable the return of the sealed-off section of Famagusta to its lawful inhabitants. The Turkish response was predictable. Prime Minister Erdogan called the resolution "baseless and unacceptable" and his chief EU negotiator, Egemen Bagis, said Turkey shouldn't take it seriously.

However, Britain sits on the horns of a dilemma. On the one hand, it is committed to support the US's strategic objective of Turkey's EU membership. But on the other hand, it cannot ignore the continued occupation of 37% of an EU member state.

At the EU general affairs council meeting in Brussels in December, Britain tried to dodge the issue, supporting the Swedish proposal to reduce the Cyprus question to the level of the border dispute between Croatia and Slovenia. When this failed, it issued a counter declaration a fortnight later, stating that it was in the EU's strategic interest not to let "bilateral issues" hold up the accession process.

The court of appeal's judgment in Apostolides v Orams has also put a spanner in the works. It confirmed last year's landmark legal decision by the European court of justice that, although the Republic of Cyprus does not exercise effective control in the occupied areas, the judgment of its courts can still be enforced. In this case, it concerned property purchased in northern Cyprus, which belonged to a dispossessed Greek Cypriot owner.

As the court of appeal noted: "Quite apart from security council resolutions, the United Kingdom has an obligation under the Treaty of Guarantee to recognise and guarantee the independence, territorial integrity and security of the Republic of Cyprus." It is paradoxical that Turkey invokes this same treaty to justify its continued presence on the island.

Talks between the two Cypriot leaders, Demetris Christofias and Mehmet Ali Talat, are sluggish, and the fear is that Turkey will use a breakdown to reinforce its claim that the recognition of an independent Turkish state in northern Cyprus is the only viable solution. If Chris Bryant would like to break the deadlock, he could urge Turkey to abide by the European parliament's resolution and withdraw its troops.

BOMBS target the faithful in Istanbul’s busiest mosques; a Turkish air force jet is shot down over the Aegean, provoking a war with Greece. Chaos descends over Turkey. The army steps in, overthrows the mildly Islamist Justice and Development (AK) Party that has governed Turkey since 2002, and takes control.
This plan, codenamed “Sledgehammer” and hidden among 5,000 pages of army documents, was exposed in January by a small independent newspaper, Taraf. It caused a storm. The army said it was just a “simulation exercise”. How, thundered General Ilker Basbug, the chief of the general staff, could Turkish soldiers, who charge into battle crying “Allah, Allah”, bomb a mosque? It is a question which civilian and military prosecutors are now attempting to answer.
“Sledgehammer” is only the latest in a string of alleged coup plots to have been exposed in recent years. That helps explain why, on February 4th, Turkey’s government scrapped the controversial security and public order (“Emasya”) protocol, which lets the army choose to take charge in the provinces when law and order breaks down. Critics argued that Emasya’s real purpose was to provide the legal framework for a future coup.
The army’s image has been badly tarnished and its role is now being questioned. Is its influence fading irreversibly as Turkey becomes a fully fledged Western democracy? Or is this just the latest twist in the long battle between the elite, made up of generals and an old guard used to monopolising wealth and power, against a rising class of overtly pious Anatolians, symbolised by the AK government?
The answers matter, and not just to the Turks. Turkey is a strategic pivot between Europe and the Middle East. It has a large and growing population of 72m people. It is poised to become a main transit route for oil and gas from the east. It has NATO’s second-largest army, after America’s. And it is a rare example of a secular democracy in a mainly Muslim country, closely watched by other democracies, such as Pakistan and Indonesia, where the army is strong.
Herein lies the conundrum. The Turkish army has long been seen as the guarantor of the secular republic founded 86 years ago by Kemal Ataturk. For all its recent troubles, it remains the country’s most trusted and popular institution (although its ratings are slipping to unprecedented lows). Yet the generals’ persistent meddling in politics and the red lines they seem to draw around some of the thorniest subjects—such as Cyprus or the Kurds—are among the biggest obstacles to Turkey becoming a full democracy. Turkey’s constitution was drafted by the army 30 years ago; it urgently needs a rewrite. And the issues on which the army is most recalcitrant are precisely those that most bedevil Turkey’s chances of joining the European Union.
A parallel state
The army has staged three coups since 1960, when it hanged the country’s first freely elected prime minister, Adnan Menderes, established the National Security Council and set up its own courts. “They created a parallel state,” explains Umit Kardas, a former military prosecutor. The generals cemented their power after the 1980 coup by pushing through an authoritarian constitution that remains in force.
In 1997 the generals toppled the country’s first Islamist-led government, on the dubious ground that it was seeking to introduce sharia law. This “post-modern coup” came after a sustained campaign orchestrated by the generals and their friends in the media and business. In 2007 they threatened to intervene again, this time through a web posting on the defence staff’s website objecting to Abdullah Gul, then Turkey’s foreign minister, becoming the country’s president. They were unhappy that Mr Gul’s wife chose to wear a headscarf, which is banned in state institutions as a symbol of Islamic fundamentalism.
This “e-coup” proved a huge miscalculation. Recep Tayyip Erdogan, the prime minister, called a snap election, AK won a second term with a greater share of the vote (47%), and Mr Gul duly became president. “The army tried to dictate its will and the people said no—and what’s happened since shows that the army is losing its power,” notes an EU diplomat in Ankara.
Undeterred, in 2008 the generals tacitly backed the country’s chief prosecutor, Abdurrahman Yalcinkaya, when he tried to persuade the constitutional court to ban the AK party on the flimsy charge that it was seeking to reverse secular rule. The constitutional court ruled against the ban, though by a whisker.
Since then, the government has been fighting back. Over the past two years the public has been bombarded with revelations of the army’s alleged skulduggery. Scores of officers, including retired generals, have been interrogated or arrested in connection with the so-called Ergenekon case, named after an alleged shadowy network of rogue security officers, academics, journalists and businessmen. Prosecutors accuse the network of planning to foment chaos through a series of bloody provocations, thus justifying a coup against AK. But the evidence has not always been convincing, and some innocent people have been caught up; many have been detained for months without charge.
The generals insist that Ergenekon is part of a smear campaign led by Fethullah Gulen, a moderate Islamic cleric who heads Turkey’s richest and most influential Islamic brotherhood. This movement, which abhors violence and embraces capitalism, is acknowledged to have kept Turkish Islam tame. But the generals believe Mr Gulen and his followers are steering Turkey towards Islamic rule. One of the army’s alleged coup plots involved the planting of weapons in the homes of Gulenists in an attempt to discredit them.
It is not just coup-mongering that is blighting the army’s image. A recent string of bloody attacks by the separatist Kurdistan Workers’ Party (PKK) has raised questions about the army’s prowess in the field. These grew louder when Taraf published documents purporting to show that the army had advance warning of a PKK attack carried out in 2007 on Daglica, a remote outpost on Turkey’s border with Iraq. The revelations provoked an outcry, and previously taboo questions about Turkey’s military activities are now being asked. Ali Bayramoglu, a liberal academic, notes: “Until recently, losing a son in service of the country was a badge of honour. But for the first time the Turkish people are openly questioning the merits of the war.”
Ergenekon and Daglica have sapped the army’s prestige. But it is EU-oriented reforms that are nibbling at its power. This may explain why the generals, although paying lip service to the goal of joining the EU, are in fact rather ambivalent about it.
Suits v uniforms
The reforms began in earnest in 2002, when AK formed Turkey’s first single-party government in 17 years. In January 2004 the National Security Council, through which the generals used to impose their views, was shrunk to an advisory body. In one of its boldest moves, the AK government passed a constitutional amendment last year paving the way for officers to be tried in civilian courts.

Basbug, the anti-coup leader
The generals may be down, but they are by no means out. The civilian-trials amendment was struck down by the constitutional court in January. To say that the army’s power is declining indicates “a comfortable assumption of linear progress, where democracy and the politicians are gaining ground,” comments William Hale, a British analyst; that is not entirely accurate, he says.
In truth the army is strong whenever the civilian government is weak, or when danger threatens. Many people worry that tensions between Turks and Kurds could escalate into the kind of unrest that might justify a fresh army intervention. And there is another catch. The army’s own internal-service law allows it to intervene in defence of secularism and “the indivisible unity of the state” when these are perceived to be at risk—from Kurdish separatists, for example. Although General Basbug endorsed the scrapping of Emasya, he has made it clear that this last safeguard must remain untouched. EU demands that the generals should be answerable to the defence ministry, rather than the other way round, have yet to be met. “Let them subordinate the army to the ministry of sports if they want,” scoffs Armagan Kuloglu, a retired general. “The army will still do what it needs to do.” Lale Kemal, a military analyst, says that “until the constitution is replaced, civilian control over the army is a pipe-dream.” Mr Erdogan has vowed to replace the constitution, but he is widely suspected of cutting deals with the generals behind the scenes.
Quarrels between Turkey’s soldiers and its civilian rulers are nothing new. In 1908 the “Young Turks” mounted the first successful modern coup when they overthrew the tyrannical Sultan Abdulhamid II. The army was hailed then as a force for modernisation. It also offered a leg-up for the rural masses to climb the social ladder.
But it was not until Ataturk rescued Turkey from dismemberment at the hands of the western Allies after the first world war that the army was put on a pedestal. Millions of Turks believe that, had it not been for Ataturk and the army, there would be no Turkey today. Such feelings are cemented during the 15 months of military service that are mandatory for all Turkish men. The army also owes its popularity to an education system which decrees that “Every Turk is born a soldier”.
For millions of secular Turks the army remains the sole guarantor of their freewheeling lifestyle. The main opposition Republican People’s Party (CHP), founded by Ataturk, should be in the vanguard of pro-EU changes. Yet it has opposed many of them, even though it is EU membership, not the army, that offers the best shield against radical Islam.
With no credible rivals in sight, the AK party may well win a third term in 2012. This could give freer rein to what critics call Mr Erdogan’s tilt towards authoritarianism. His attacks against opposition newspapers and his reluctance to change laws that keep smaller (ie, Kurdish) parties out of parliament have reinforced this image. “One might feel better about the military’s loss of power if Turkey had a balanced political system with the possibility of alternance of government,” says Eric Edelman, a former American ambassador to Turkey.
Unlike the crooked politicians who have long mismanaged the country, “the Turkish army doesn’t represent narrow interests,” argues Mesut Yegen, a sociologist at Ankara’s Middle East Technical University. “It draws its legitimacy from the people. It is truly a national force.” This may explain why Turkey’s generals have always handed power back to civilians after their coups. Yet for all its talk of being of the people, “the army believes that it knows what is best for them,” says Mr Kardas. Cloistered in their barracks, clubs and holiday camps, soldiers are often out of touch. “We lived in a surreal world where officers who wanted to get promoted had to drink wine and dance the waltz,” says Senol Ozbek, a retired lieutenant-colonel.
A very modern general
If Turkey’s army is beginning to lose its addiction to political meddling, it is in part thanks to the efforts of the man at the top. General Basbug, who won a reputation for toughness in the early 1990s during the height of the Kurdish insurgency in south-east Turkey, is as strict a secularist as any. But he is well aware that the army’s perceived aversion to Islam has contributed to its sagging popularity.
The general has a more enlightened understanding of the army’s role than did some of his predecessors. According to Mr Edelman, General Basbug’s experiences as a cadet during the 1960 coup convinced him that there was no place for the army in Turkish politics. His name has never been linked to any alleged coup-plotters. He says he is determined to weed them out. Now some of his soldiers seem to be catching the bug; they are said to be behind many of the alleged coup plots that have been leaked. “Some are out to get their peers, some are Gulenists, but many are idealists who believe the army should keep out of politics,” says Mehmet Baransu, the Taraf journalist who broke the Sledgehammer story.
Such attitudes are spreading throughout Turkey, helped by the forces of globalisation and the internet in a country where half the population is below the age of 29. Every Tuesday night millions of Turks tune in to watch a new mini-series called “Would This Heart Forget You”. Were it not for the romantic plots, the programme might be mistaken for a documentary on the army’s abuses during the 1980 coup. Recent episodes showed torture scenes in the notorious prison at Diyarbakir. “The soldiers would stick truncheons up our anuses, urinate on us and force us to eat dead rats,” says Salih Sezgin, a former inmate. Until recently such a series could not have been aired.
Back in 1909, Ataturk delivered a speech to his fellow Young Turks. “Our colleagues in the army should no longer dabble in politics,” he said. “They should direct all their efforts to strengthening the army instead.” Over 100 years later, the message may at last be getting through.

ΕΠΕΙΓΟΥΣΑ ΑΝΑΓΚΗ

Ο Τούρκος Υπουργός Επικρατείας και επικεφαλής των διαπραγματεύσεων με την Ε.Ε., Εγκεμέν Μπαγίς, επέκρινε την πρόσφατη έκθεση του Ευρωκοινοβουλίου για την Τουρκία και ισχυρίστηκε ότι «ορισμένες εισηγήσεις είχαν ως συνέπεια η φετινή έκθεση να χάσει την ουδετερότητά της.» Η Τουρκία – είπε – δεν είναι δυνατό να αποδεχθεί όσα αναφέρει η έκθεση για την Κύπρο. Και πρόσθεσε: «Η Τουρκία δεν έχει ούτε προγραμματίσει, αλλά ούτε και έχει κάποια σκέψη όσον αφορά την απόσυρση στρατιωτών από το νησί» ισχυριζόμενος ότι «οι εκεί στρατιώτες μας επιτελούν ένα σοβαρό καθήκον για την ειρήνη και την ευημερία.» Και κατέληξε: «Βεβαίως, η ενταξιακή μας πορεία προς την Ε.Ε. είναι μια σημαντική διαδικασία. Όμως, δεν είναι τόσο σημαντική, ώστε να θυσιάσουμε την Κύπρο. Το θέμα αυτό αποτελεί εθνική υπόθεση της Τουρκίας».
Λίγες ημέρες νωρίτερα ο κ. Μπαγίς είχε καυχηθεί ότι η Τουρκία κατόρθωσε να ξεκινήσει την διαδικασία των ενταξιακών διαπραγματεύσεων με την ΕΕ χωρίς να υποχρεωθεί να αποσύρει ούτε ένα στρατιώτη ή να επιστρέψει έστω και μια χούφτα γης στην Κύπρο.
Η Τουρκία με άλλα λόγια, φτύνει κατάμουτρα στην ΕΕ και το κοινοβούλιο της και κανένας δεν συγκινείται από όλους εκείνους τους Ευρωπαίους, ή μάλλον όλους εκείνους που συνιστούν την Ευρώπη στην οποία μας παραπέμπουν όσοι πολεμούν την εξεύρεση λύση για να αξιοποιήσουμε συμμαχίες και φίλους» για να «αναγκάσουμε» την Τουρκία να αποδεχθεί το κεκτημένο ως πλαίσιο λύσης του Κυπριακού. Ο Μπαγίς τους ξεγυμνώνει και τους αφήνει έκθετους. Όπως έκθετους αφήνει και όσους από το λεγόμενο διεθνή παράγοντα προσποιούνται ότι η Τουρκία παραμένει εφόσον δεν αντιμετωπίζει κόστος, ένας ταραχοποιός.
Αλλαγές συντελούνται βεβαίως στην Τουρκία, αλλά μπορεί το Κυπριακό να παραμείνει σε εκκρεμότητα έως ότου οι αλλαγές αυτές να είναι τέτοιες που να καθιστούν τη λογική και την συνδιαλλαγή πολιτική της Τουρκίας;
Η στάση αυτή των Τούρκων «παίζει» και στην εκλογική αναμέτρηση στα κατεχόμενα, όπου ο καθένας μπορεί να την ερμηνεύσει ως υπέρ η κατά του Έρογλου ή του Ταλάτ. Η στάση εκείνων την Ε/Κ κοινότητα που κυκλοφορούν τον ψίθυρο ότι «ο Χριστόφια υποστηρίζει νίκη του Έρογλου» πώς να ερμηνευθεί άραγε;
Η σκόπιμη βαβυλωνία –όντως- που δημιουργείται στο εσωτερικό μέτωπο ποιον υπέρτατο εθνικό στόχο εξυπηρετεί; Το βέβαιο είναι ότι απουσιάζουν απλώς οι εκρήξεις βομβών και οι επιθέσεις εναντίον αστυνομικών σταθμών για να αποτελούν αναβίωση της περιόδου προ του πραξικοπήματος.
Ο Μπαγίς με την αλαζονεία της δήλωσης του και η αποκάλυψη της υποκρισίας του διεθνούς παράγοντα απλώς υπογραμμίζει για άλλη μια φορά το μάταιο των «επικών αγώνων» που οραματίζονται μερικοί και μας προσγειώνει στην πραγματικότητα: Έχουμε ΑΜΕΣΗ ΑΝΑΓΚΗ λύσης ως το μόνο τρόπο για να ανακόψουμε τον εποικισμό, για να κλείσουμε την στρόφιγγα του εποικισμού και να περιορίσουμε στο ελάχιστον την επιρροή της Τουρκίας στους Τ/Κ. Τα συστατικά της τουρκικής συνταγής της Αλεξανδρέττας συγκεντρώνονται τάχιστα και ο μόνος τρόπος ανακοπής της εφαρμογής της και στην Κύπρο είναι η λύση που θα θέτει τέρμα στον εποικισμό και θα περιορίζει την τουρκική επιρροή. Και αυτό επιτυγχάνεται μόνο με λύση. Όχι βέβαια οποιαδήποτε λύση, αλλά μια λύση που να συνιστά έντιμο συμβιβασμό και να ενέχει το στοιχείο της βελτιωτικής μετεξέλιξης που επιφέρει μέσα από το χρόνο η ίδια η ζωή και οι ανάγκες της.
